Paula Marcela Moreno Zapata (born 11 November 1978) is Colombian professor, engineer, and former Minister of Culture of Colombia, the first Afro-Colombian woman to ever head a Colombian Ministry.

Born in Bogotá, Colombia on 11 November 1978 to María Zényde Zapata a lawyer and Armando Moreno a former employee of the Aqueducts of Bogotá, her family comes from the Department of Cauca, where she still has family].
She finished her secondary education as a student of the Silveria Espinosa de Rendón departmental school and moved on to study industrial engineering at the Autonomous University of Colombia where she graduated in 2001 with a Bachelor of Science in Industrial Engineering (BSIE), not before learning Italian and moving to Italy to perfect her skills at the University for Foreigners Perugia and at the Instituto Italiano Di Cultura. Upon her return to Colombia, she earned a scholarship with the support of the Autonomous University from the Colfuturo organization granting her the opportunity to study at the University of Cambridge, where she graduated in 2004 with a MPhil in Management Studies.

She has worked in various fields as researcher and consultant including: Associate Researcher for the Centre of Latin American Studies of Cambridge University, Consultant for the Pan American Health Organization, the Ministry of the Interior and Justice, the University of the Andes, University of the Pacific, and her own alma mater among other organizations. At the time of her nomination she was a professor in the Department of Engineering of the Autonomous University.
She is an advocate for the advancement of minorities in Colombia, and as an Afro-Colombian woman and a professional she has dedicated herself to the cause taking on projects that directly relate to the cause, the Asociación de Consejos Comunitarios de Timbiquí y Asomanosnegra, and the Office of Ethnicities of the Ministry of the Interior and Justice.

Her nomination by President Álvaro Uribe Vélez came as a surprise to many in Colombia because of her Afro-Colombian descent. Her pick as Minister was seen as a direct hint to the United States Congressional Black Caucus (mostly members of the Democratic Party), to show the diversity of Colombia, and to appeal to them in hopes to gain their support for the United States-Colombia Free Trade Agreement which had been opposed by Democrats in Congress. In Colombia however, the announcement was hailed by some politicians like Representatives to the Chamber Ulises Torres and Silfredo Morales, as a major improvement for the ethnic minorities of Colombia, but other political leaders like Representative to the Chamber María Isabel Urrutia made a note of saying that "the appointment of Paula Marcela Moreno as Minister of Culture is a more of a commitment to the gringos of African descent than to the communities of Colombia".
